ARTICLE ONE: Name
The name of this organization shall be known as the Iowa State University Student Chapter of the Institute of Industrial Engineers. Herein, the word “Chapter” shall bear reference to the same.
ARTICLE TWO: Purpose
The purpose of this organization shall be to promote the interest of Industrial Engineering at Iowa State University and to engage in all activities that shall further the cause of the same.
ARTICLE THREE: Membership
SECTION 1. Active membership in this organization shall be limited to students registered as undergraduates or graduates at Iowa State University.
SECTION 2. Persons wishing to join the Chapter shall complete an application blank authorized by the National Chapter of the Institute of Industrial Engineers, shall file this with the Student Chapter Vice-President-Membership, and shall at the moment of filing pay the Student Chapter dues as defined in Article Ten, Section 1.
SECTION 3. Active members shall be entitled to all the rights and privileges of Chapter membership as defined and stated in this Constitution.
SECTION 4. Associate members shall be entitled to all the rights and privileges of Chapter membership as defined and stated in this Constitution except the right to vote and hold office.
ARTICLE FOUR: Officers
SECTION 1. The officers of the Chapter, which reside in the Chapter cabinet shall be: President, Human Resources Chair, Fund-raising Chair, Chapter Events Chair, Secretary, Treasurer, Publicity Chair, one representative and one alternate to the Engineering Council.
SECTION 2. The duties of the Chapter officers shall be as follows:
Item A. President – shall preside at all cabinet and Chapter meetings and perform such other duties, as he/she deems incumbent on the office. Shall be Chapter corespondent with the Institute of Industrial Engineers Professional Chapters and national headquarters, and IMSE department. It is the responsibility of the President to present the office successor with a summary report of activities carried out during his/her term, which will be presented at the time of elections.
Item B. Human Resources Chair – Shall preside at the cabinet and Chapter meetings in the absence of the President and shall assist the President when requested. Perform duties as to promote membership, maintain Chapter personnel roster, and mailing/e-mailing lists. He/She shall preside over any member or committee of members that are performing duties that entail promotion of membership as outlined by the current cabinet. Shall preside over the Publicity Committee that will be appointed by the cabinet. The Publicity Committee shall perform all duties as to promote and publicize the Chapter within the IMSE Department, throughout Iowa State University, and the Nation.
Item C. Fund-raising Chair – Shall promote and supervise fund-raising for the Chapter. He/She shall preside over any member or committee of members that are performing duties that entail fund-raising for the Chapter as outlined by the current cabinet.
Item D. Chapter Events Chair – Shall promote and supervise all Chapter events outside of fund-raising events. He/She shall preside over any member or committee of members that are performing duties that entail promoting and organizing Chapter events as outlined by the current cabinet.
Item E. Secretary – Shall keep the minutes of each cabinet and Chapter meeting and keep the Constitution up to date.
Item F. Treasurer – Shall keep all records of Chapter funds and shall report at each meeting on the status of the Chapter’s finances. He/She will obtain all proper signatures for transferring money into and out of Chapter accounts.
Item G. Engineering Council Representatives – Shall represent the Chapter at all Engineering Council meetings . Compose with the President and Treasurer a semester budget for submission to Engineering Council for financial aid at the beginning of each semester. Shall perform such other duties as deemed necessary by the Chapter.
SECTION 3. Prior to their election, all officers shall be registered as a member of the Chapter as prescribed in ARTICLE 3, SECTION 1 and SECTION 2.
SECTION 4. Officers must be able to serve until the term of office has ended.
SECTION 5. There shall be one election per twelve-month period of time.
Item A. An election shall be held during the April Chapter meeting or during the last Chapter meeting of the spring semester.
Item B. The following officers shall be elected during the elections outlined in
Item A: President, Human Resources Chair, Fund-raising Chair, Chapter Events Chair, Secretary, Treasurer, one representative and one alternate to the Engineering Council.
SECTION 6. The term of office for each officer shall be defined as follows:
Item A. The President, Human Resources Chair, Fund-raising Chair, Chapter Events Chair, Secretary, Treasurer, and one representative and one alternate to the Engineering Council shall begin serving their respective term in office as of July 1 following the elections as defined in ARTICLE FOUR, SECTION 4, Item A. The officer shall remain in office until the next election.
SECTION 7. To be elected, the chapter officers shall meet the following criteria and qualifications.
Item A. President – Shall be an Industrial Engineering major and be classified as a junior or higher classification at the time he/she will reside as President and must have maintained one semester of Chapter membership prior to the term of holding office.
Item B. Human Resources Chair – Shall be an Industrial Engineering major and be classified as a junior or higher classification at the time he/she will reside as Human Resources Chair and must have maintained one semester of Chapter membership prior to the term of holding office.
Item C. Fund-Raising Chair – Shall be an Industrial Engineering major and be classified as a sophomore or higher classification at the time he/she will reside as Fund-Raising Chair and must have maintained one semester of Chapter membership prior to the term of holding office.
Item D. Chapter Events Chair – Shall be an Industrial Engineering major and be classified as a sophomore or higher classification at the time he/she will reside as Chapter Events Chair and must have maintained one semester of Chapter membership prior to the term of holding office.
Item E. Secretary – Shall be an Industrial Engineering major and be classified as either a freshman or higher classification at the time he/she will reside as Secretary.
Item F. Treasurer – Shall be an Industrial Engineering major and be classified as either a freshman or higher classification at the time he/she will reside as Treasurer.
Item G. Engineering Council Representatives – Shall be an Industrial Engineering major and be classified as a freshman or higher classification at the time he/she will reside as Engineering Council Representative or alternate.
SECTION 8. Any elected officer shall be removed from office upon the affirmative vote of two-thirds (2/3) of the members of a quorum as defined in ARTICLE FOUR, SECTION 9.
SECTION 9. A quorum for the election or removal of any officer shall be one-half (1/2) of the active members.
SECTION 10. Any vacancy in a Chapter office shall be filled according to the procedure set forth in ARTICLE SEVEN, SECTION 1.
SECTION 11. Co-operative education students or study abroad students may serve as an officer providing they meet the requirements of ARTICLE FOUR, SECTION 7. He/She must be elected as Co-Officers with at least one of the officers being able to fulfill the office to the end of it’s term as required by ARTICLE FOUR, SECTION 6.
ARTICLE FIVE: Resignation
SECTION 1. Any officer may resign from his/her position by submitting to the Chapter President and/or Chapter Advisor a written explanation of his/her reasons for resignation.
ARTICLE SIX: Impeachment
SECTION 1. Any Chapter member may file a petition for the impeachment of a Chapter officer to the Chapter President and/or Chapter Advisor.
Item A. Said petition must explicitly define the reasons for such action.
Item B. Said petition must be signed by at least one-third (1/3) of the active members.
SECTION 2. A vote for removal of the officer designated in such impeachment petition shall take place at the next meeting of the Chapter following filing of the petition, and shall be conducted according to ARTICLE FOUR, SECTION 8.
SECTION 3. Once defeated in vote, the same position cannot be raised again against an officer during the same term.
ARTICLE SEVEN: Special Elections
SECTION 1. The President or Chapter Advisor shall call a special election quorum of the active Chapter membership to fill a vacancy left in any Chapter office. Any officer elected during such and election will finish serving the term of office left vacant by his/her predecessor.
ARTICLE EIGHT: Meetings and Activities
SECTION 1. All Chapter meetings or activities shall be scheduled with approval and at the discretion of the Chapter President and/or Advisor.
ARTICLE NINE: Chapter Advisor
SECTION 1. The Chapter Advisor shall be on the Instructional Staff and shall be an Associate member of the Chapter. He/She shall serve at the discretion of the Head of the Industrial Manufacturing Systems Engineering Department at Iowa State University and be approved for his/her position by the same. He/She shall perform such duties as those explicitly stated in this constitution and any others, which he/she deems necessary in his/her position as Chapter Advisor.
ARTICLE TEN: Finance
SECTION 1. The chapter shall have the power to levy such dues, fees, and/or assessments on active members as is necessary to carry out the stated objectives of the Chapter and as is necessary to cover the dues payment requested by the National Chapter of the Institute of Industrial Engineers.
SECTION 2. The Chapter shall be solely responsible for any and all liabilities and/or obligations, which it or its authorized agents may carry out.
ARTICLE ELEVEN: Cabinet
SECTION 1. The Cabinet shall be composed of the officers as listed in ARTICLE FOUR, SECTION 1.
SECTION 2. The cabinet shall meet at least twice a month to plan and coordinate the meetings and activities of the Chapter.
SECTION 3. The Chapter President shall schedule cabinet meetings.
ARTICLE TWELVE: Miscellaneous
SECTION 1. This Constitution shall become effective upon ratification by a simple majority of the Chapter membership and shall supersede and make void the previous Constitution of the Chapter and all Amendments to the same.
SECTION 2. This Constitution may be amended by the ratification of the Amendment by a simple majority of the members present at two consecutive meetings.
